Abstract

In a city government that is primarily administrative activities rather than political issues. However, political and administrative inseparable as well as in matters of policy making and the process goes on until the policy evaluation phase takes place, so it is necessary to conduct an investigation into proper focus is power and political conflict. Economic elite also determine every decision on Surabaya city development policy, including the revitalization of traditional markets. This study will examine how the process of revitalization of Tambahrejo and Wonokromo Market runs and also various local political dynamics that occur between the actors involved. This research is a qualitative descriptive study that describes the phenomenon of revitalization and Tambahrejo and Wonokromo market as a market that revitalized with a combination of traditional and modern concepts. Research data derived from in-depth interviews and observation to both markets. This study is expected to add to the wealth of knowledge about urban development policies and local political dynamics in Surabaya
