Abstract
Kompetensi guru sebagai pelaksana kurikulum menjadi sangat penting, khususnya dalam mata pelajaran matematika sehingga dapat mempermudah proses mengajar oleh para guru serta mempermudah proses pembelajaran siswa terhadap pelajaran matematika. Penelitian ini bertujuan mengidentifikasi, mendeskripsikan dan menganalisis kompetensi guru Matematika SMP unggulan Surabaya dalam mempersiapkan implementasi kurikulum 2013 berdasarkan teori spencer. Penelitian ini merupakan penelitian deskriptif dan menggunakan analisis data kualitatif. Hasil penelitian menunjukkan kompetensi guru matematika SMP Unggulan surabaya dalam implementasi kurikulum 2013 memiliki basis berupa alur manajemen implementasi yaitu input-proses-output yang masing-masing memiliki pendekatan dan telaah yang berbeda namun berkesinambungan secara konsisten dan kontinyu dalam implementasi kurikulum 2013.
