Abstract
This research aimed to implemented of two public policy procedures (problem formulation and policy recommendation) for explored problems and formulated policy action on effort of demographic dividend optimalisation in Indonesia. The research used qualitative method and synthesis technique of data analysis with two steps/phase action (content and interview analysis) . The result showed seven meta problems: problems in controlling population growth; problems in education quality; problems in manpower quality; problems in public health quality; problems in distribution of population; problems in economic, social, cultural; and problems in macro level policy. Each meta problem specificated into some substantive problem. And each substantive problem also specificated to some formal problems. Meta, substantive and formal problem is main component for formulation of problems mapping. Next step, used policy recommendation procedure, the map of problem changed into some policy action that important for reach a demographic dividend.
