A lbesis. Surabaya: Postgraduate Program of Airlangga university, 2000. The most significan change in the recently Reformist movement in Indonesia are empowerment of civil society and implementation of local autonomy. To Minangkabau society, these ideas are not new at all, even deeply rooted in local political culture. Most of studies tent to argue that the Minangkabau people are acutely conscious of themselves as a distinct, democratic, egaliter, autonomy and, in their concidered opinions, higly superior ethnic group. These ideas can also be seen in term of the relation between elite-mass or leader and society. Since 1980s the New Order regime introduced the desa administration, that is nasional wide policy for local government in Indonesia. For Minangkabau people this meant that the old nagari administrative system disappeared, and being subtituded with the new one which centralized, state hegemony, and bureaucratic domination into the society. Based on the assumption that there is corelation between the policy pattern of government bureaucracy on the one bend and people participation on various aspects of social life on the other hand, this study will answer the question as follows: how did the bureaucratic change from nagari to desa administration in Minangkabau give impact on people participation in rural development ?. This researh is aims to get understanding of the impact of the shift of government bureaucracy on the mechanism of elite-mass relationship and its implication to people participation in the rural development as well. This research is especially aim at an examination of a case study on bureaucracy and people participation in rural development in Parlangan village, Kabupaien Tanah DaW, West Sumatra. This; :research is qualitative approach. The data is collected by using of in-depth interviewing techniques, observation, and documentary (arddeve) study. The collected data is then analysed by cross-site analysis technique, especially by using interactive model of analysis, i.e. data reduction, data display, and the conclusion drawing/ verification All of the three stepts have not been done saparately, but run simultaneously in continued process until data have complately been collected to answer the research problem and to draw conclusion. The research finding shows that changing in government bureaucracy in rural level as it happened from nagari to desa system during the New Ordu regime br(meit about a serious negative impact on people participation in rural development. Under the old nagari administration, people of nagari still have independent space for maldng decision according to bottom-up model- But once central government introduced the new system of the desa bureaucracy the native system of Minangkabau nagari is eliminated. Since that time all of regional administration of Indonesia, including the West Sumatra, has been governed by using of top-down model. As a conc:equency of this less democratic system, Indonesia for a long period of time felt into sustained decline of democracy in general and allinealing process from civil society. By entering the Reformation era Indonesia is turning out. to strunggle for empowerment of civil society and local autonomy. It means that in the immadiate future Indonesia should become a strong society and a strong government as well.
