Abstract

In the middle of 1997, Indonesia got a crisis. It adds the number of the poor people. It also causes many children work for helping their parent with their own way being a street child. The problem of those children are very complex. There are many factors that they are to be a street child, namely economy, family, and environment where they live. The government has many a lot of solving the problem. One of them is, well-known as Rumah Singgah. The government should perceive the model by looking al the qualik' of the children and the owner of the Runtalt Singgah. According to the background, the statement of the problem of this research is how to develop a model for empowering the street children at Surabaya. The purpose of this research is to develop a model for empowering the street children at Surabaya. It is done by identifying the characteristic of those children and analysing the factors that influence the children being a street child. The model is a combination of the factors that influence the children why they come to the street. The model which has been developed by the NGO, Street Based Model, Centre Based Model, and Community Based Model. This research is a descriptive research using survey method. The sample are 30 children who spread at Surabaya especially Bungurasih, Wonokromo, and Gubeng Station. The establisher of Rumah Singgah are 5. It gets the sample by using accidental sampling. The results of this research are the characteristic age of the street children are 10-15 years (50%), most of them are a boy (66,6%), they do not pass their education at Elementary School (30%) and graduate at Elementary School (23,3%). The factors which influence the street children are the education of their parent (50% graduate at Elementary School), their parent's job (as a merchant 46,7%), the rate of their parent's age are 40-50 years old (233%), part of them still have a relationship with their parent, some of them do not know their parent, their income Rp 5000- Rp 10.000 per a day (the lowest income 46,7%), The model which is liiund on this research is Comprehensive Model. 'file model divides into three 'I'hc first is the empowerment of the street children. It emphasizes that the street children are going back to school and being a professional. The second is the empowerment of the owner . It empowers people, for example, being a enterpreneur, and a way to find a fund. The last is the family of the street children. It emphasizes on three concept TRIDAYA. It empowers the street children's family, for CRample, their environment especially their habitation. It also educates them, gives them a knowledce to live healthy, and to find out a chance of working for their famil%.
