Abstract

Study program for civil servants is one of government's efforts in improving governmental staffs' performance which is embodied in the increasing of staffs ability and professionalism. This human resources enhancement effort has been attempted through two ways. One of them is through gradual education mean that is well known by term the study program that is taking graduated program (S1) for graduates of senior high school, post graduated or magisterial program (S2) for civil employees recruits that are Si educated, and doctoral program (S3) for magisterial employees. State government which is in charge for the budget of this study program for civil servants have to prepare a large amount of fund. Due to the evaluation of this study program for South East Sulawesi Government, this case has emerged to be important. Since state autonomy performed by state government has given some changes to state budget. If this program was performed before state autonomy era, provincial government of South East Sulawesi still accept subsidiary fund, which is purposed to realize state development program, from Central Government. However, after state autonomy enactment provincial government have to work hard to obtain financial resources from their own province, and until this time there are still many unexplored financial resource potencies, so that central government remains to give subsidiary fund to South East Sulawesi. That is why provincial government must smartly manages and allocates their funding to activities that appropriately benefit for the importance of development or empowerment program, and one embodiment of the goal is the study program for civil servants. Therefore, due to those existing state problems, an evaluation to assess whether learning assignment program for government employees benefits for both the government, in case of the employee's institution, the improvement of staffs' reliability and professionalism, their family and communities. This study is purposed to analyze whether the application of learning assignment program will benefit (give advantages) or cost (give deficits) for the employee him/her self, family, government institution, and community using cost benefits analyses. These study respondents are employees who work in official of society, official of state income, and official of public health, those three officials are directly related to public service. Total amount of respondents are 29. The approach used in this study is by observing current condition based on an analogy process which can be utilized to measure all the analyses units across involved aspects or results of group discussion. Difference is computed from cost and benefit value to ensure whether learning assignment program application give more benefits/advantages or cost. When both of those methods, however, unable to find proper measurement and analogy, then a questionnaire are used. Rupiah unit will be obtained from this questionnaire, and then mean value is calculated across several respondents answer. Besides of analyzing cost and benefit through cost benefit analyses method, this study also explores data to reveal the cost and benefits qualitatively using questionnaires. Selected aspects in the discussion of this study referred to field observation or researcher's observation to intangible aspects, and turn them into measured and determined ones. Based on all results of cost benefit analyses calculation to whole aspects, thus, entire profits obtained through this learning assignment for four years forward will be Rp. 456.279.915. This study results also support the view that through this learning assignment program, employee will have high level of competencies, across the assessments from their colleagues and super ordinates. Thus, benefits of this learning assignment program will not only be valued from nominal values but also from other aspects that are changes on their attitudes and behaviors, and those changes are reflected through questionnaires data exploration. Benefits for the society can also be utilized to achieve Good Governance, which should be applied by public organizations, because it is in line with bureaucracy reform spirit. Viewing the benefits of this study program, it is expected that government's institutions can design employee delivery programs for study programs early so that those involved institutions can gain benefit values. Whereas for employee him/her self, learning assignment efforts is prioritized to achieve better competencies and performance for their career development in the future.
