Abstract

The policy of appointing Village Secretary as acivil servant (Sekdes PNS)based on Government Regulation No.45 of 2007, including in Lamongan is believed to be an attempt to improve the quality of governance system, particularly at the village level. However, the appointment of Sekdes PNS which was politically worth-researching because it is feared to raise unfavorable implications for village governance. This study aims to find answers to the problem formulation of "How is the perception of the elite and the villagers after the appointment of Sekdes PNS and How is the interactional effects in the relationship among the elite formal in the village". This research uses descriptive qualitative approach. The study takes the research subjects in five villages located in the Tikung District. Data are obtained from interviews. The informants: 1). village head (kades) 2). the structural official in village levels, 3). LPM members 4). BPD member and 5). of the community, and coupled with the officials of the bureaucratic hierarchy. The research findings are : (1). The formal elite and the villagers in the district of Tikung think or perceive the village as a new figure in the work environment itself. The figure of sekdes PNS administratively functions in the village with specified work days and hours of work. In addition, Sekdes PNS also keeps the social function of culture. The working hours are ready to adjust to the customs and culture of the local community. The status as a civil servant also encourages an increase in activity and attendance at the village office. The ability or competence has not been much improved, though. (2). There is a hidden conflict (jealousy) between Sekdes and other village officials due to the status and income inequality. These symptoms are often disturbing the harmoniuos atmosphere and further the work environment affects the performance of Sekdes PNS. In addition, the flow pattern of the working relationship between Sekdes PNS, the village head and the village officers changes, although the organization structure has not changed. Sekdes PNS is directly responsible to the head of the village in doing the works. Meanwhile, the work performance of Sekdes PNS is assessed by Kasi Pemerintahan Kecamatan and Camat.
