Abstract
Pesatnya kegiatan pembangunan yang dilakukan oleh pemerintah, perusahaan swasta maupun masyarakat pada umumnya tidak lepas dari kebutuhan akan tanah sebagai wadah kegiatan. dengan makin pesatnya pembangunan yang tidak diimbangi dengan ketersediaan lahan yang cukup untuk memenuhi kebutuhan masyarakat tersebut maka pembangunan saat ini juga diarahkan atas lahan atas hasil penimbunan area laut/ pantai yang dikenal dengan reklamasi pantai.
