Abstract
Dalam Sistem Kesehatan Nasional (SKN) dinyatakan bahwa tujuan kesehatan adalah tercapainya kemampuan untuk hidup setiap penduduk agar dapat mewujudkan derajat kesehatan yang optimal. Lebih lanjut dalam UU kesehatan No. 23 tahun 1992 tercantum, bahwa kesehatan adalah keadaan sejahtera badan, jiwa serta sosial yang memungkinkan setiap orang hidup produktif secara sosial dan ekonomi. Kesehatan yang dimaksud disini termasuk kesehatan gigi, karena kesehatan gigi merupakan sub sistem dari kesehatan umum. Definisi WHO (1965) tentang kesehatan gigi (Dental health) adalah: a state of complete normality and functional efficiency of the teeth and supporting structures and also the surounding parts of the oral cavity and the various structures related to mastication and the maxillo-facial complex.
