This study used descriptive qualitative research method. The result of this study is that the direction of political economic ideology that is reflected from the SE-02 / MBU / 2014 tended towards the ideology of economic liberalism. The results of the structural analysis are the SOE Act was failed to be status as a business entity that is free from outsiders besides state ownership, Limited Liability Company. Then the results of meaning analysis are the blurring of boundaries between the SOEs and the Company so that whenever laws concerning SOE will also include the Company Law, the Employment Law presence in Outsourcing in the state case is completely unfounded. Moreover, The conditions of the IPC that in fact existed as to the imposition of SOE Pilot SE-02 / MBU / 2014 are vulnerable status as a publicly listed company and if it is not immediately anticipated it will in turn pristine status as a Limited Liability Company.
