Abstract
This study aims to determine the characteristic of the public private partnership on developing Sidoarjo Green and Clean program in Kabupaten Sidoarjo. The main problem in this study and also serves as the research background is that every year the volume of waste continues to increase along with the increase of population in Kabupaten Sidoarjo. Thus, the government's efforts in maintaining the cleanliness and preserving the environment is realized through a program that involves people to participate, and that was the Sidoarjo Clean and Green program. To support this program Dinas Kebersihan dan Pertamanan Kabupaten Sidoarjo cooperate with Radar Surabaya in introducing Sidoarjo Green and Clean program.This study used qualitative research methods with descriptive type. Mechanical election informants using purposive sampling techniques were then developed with the snowball technique. The collection of data obtained by structured interviews, observation, and study documents , Then the data analysis techniques using data reduction, data presentation and test the validity of the data is done by using triangulation of data. The results indicates that public private partnership on Sidoarjo Green and Clean development program were well implemented. This valuation can be seen from partnership characteristic which is explicit objectives, roles and responsibilities, quality resources, trust and communication. However, at some point on empirical stage of Sidoarjo Green and Clean program still not optimal yet, such as lack of society contribution as well as lack of financial resources which resulting in less effectiveness of this program.
