Abstract

This study aims to determine the capacity building process as well as to know the factors that influence the development of human resource capacity in the management of regional finances through Clinic Center by the Technical Implementation Unit of Regional Financial Management Laboratory of East Java. This research is motivated by many problems that arise in the management of regional finances due to the low capacity of human resources in financial management. To overcome these problems, the Provincial Government of East Java through BPKAD made an Innovation of Regional Financial Management Laboratory which was then abbreviated as "Ini Lo Pakde" which became the first institution in Indonesia which is engaged in Capacity Building of regional financial management.. Method that is used in this research is qualitative research method with descriptive research type. The selection of informants was done by purposive sampling. Data obtained through interviews, observation and documentation. Data analysis techniques used are data reduction, data presentation, interpretation, and conclusion of research results.The results of this research show that the whole capacity building process through Clinic Center by UPT-LPKD East Java has been running well. The problem lies in the evaluation stage where the evaluation system is still not implemented maximally. Factors that is affecting the consultation process at the Clinic Center is supporting the whole capacity building activities. One factor that still needs to be improved is the supervisory capacity factor.
