Abstract

This research is an examination to uncover difficulties concerning what kinds of structural factors and natural factor that causing poverty in TABA pasmah village, kecamatan Talang Empat, Kabupaten Bengkulu Utara. This is an analytic- descriptive qualitatively that carried out in Taba Pasmah village. This research aimed to gain the description of kinds of structural factors and natural factors that causing poverty to traditional peasants in view of their general social- economic conditions remained low. This research took place in Taba PASMAH village, Kecamatan Talang Empat, KABUPATEN Bengkulu Utara, and the number of sub-division villages choosen purposively were sub-division village one and sub-division village two as the subjects. They were determined purposively based on reasons and consideration of the peasants themselves who comprised of varions ethnics and fulfilled the pre-determined criterions. Data collecting was carried out by observatibng, using questionnaires, and interviewing, besides adopting conventional approachment. The major question that would be examined in this research were: 1) What kinds of structural factors did cause poverty? 2) What kinds of natural factors did cause poverty?. Generally, the result of this research showed that : Firstly, peasants in Taba Pasmah village, Kecamatan Talang Empat, Kabupaten Bengkulu Utara were one of social-groups who lack of capital to increase their crops or facilities in which necessary to do their land. Secondly, the abusement of financial support from either government or private sector that was supposed to poor peasants in cash from or another material form dropped to the village ruler and local government elites. Thirdly, the imbalance of agreement in society in local village (traditional law) that affecting the great loos on the peasant which were 1/3 partial for them, and 2/3 partial for the landowners, in detail. Fourthly, the innovation became more and more put aside. Fifthly, the buying system administered by “tengkulak” who came directly to the peasants had caused the low proced crops. Those resulted in the lower- income for the peasants and they kept in poverty.
