Abstract

In the field of public service, the poor are often discriminated against and receive less appropriate care. This is because the elements of ethics in public service is still not considered. Ethics in public service is a public service that follows the rules of humanitarian norms. Therefore, the provision of public service that are ethical for the poor are : 1) public service should not profit and loss account ; 2) Public service is a public interest which must be provided by the state; 3) Public service is a public good rather than private good ; 4) The policy of public service should not only emphasize the values of true – false, but must be futher the developed to socialize good values - bad
