Abstract

The library has an important role in the academic community, especially in college. The development of information technology has contributed to aid in ease of access to information. One is an electronic journal that is able to answer the needs of library users, so the user can get access to the needs of information as possible. No exception forum college library Indonesia East Java also has a program of the consortium or partnership in the development of electronic journal services. Where in the electronic journals subscribed together in a single program that consortiums at easing the burden of both time and management. Electronic journal consortium participants numbered 74 libraries.This study aims to determine how the program's effectiveness consortium of electronic journals library forum Indonesian universities will take place, this study uses the theoretical approach Kirkpatrick consisting of four levels namely reaction (reaksi), learning (proses belajar), behavior (perilaku), and results (hasil). The method used is quantitative descriptive with the number of respondents as many as 74 respondents.The results showed that the effectiveness of the electronic journal consortium program forum college library Indonesia East Java classified in the category of very high or can be said to be effective. With the results of the reaction (reaksi) obtaining the average total of 3.60, the process of learning (proses belajar) gained an average total of 3.52, the behavior (perilaku) received an average total of 3.51 and results (hasil) obtained the total study average 3.38 on the four stages of the indicators show that participants can achieve the very maximum results.
