Abstract

The aims of this research is to find out how the empowerment process and analyze the role of government in the empowerment process of Bima’s traditional weaver by Bima City Industrial and Trade Cooperatives Office. The Industrial Revolution 4.0 Era demanded that MSMEs become more creative and innovative. As happened to Bima’s traditional weaver, experienced significant development and turned into a creative industry. Innovation and creation continue to be improved starting from the production until distribution stage. This certainly cannot be separated from the role of government in the process of empowerment. To answer the problem formulation, this research uses the theory of the stages of empowerment by Soekanto and the role of government by Gede Diva. This study uses qualitative methods, the technique of determining the informants using pusposive sampling techniques. A total 15 informants consisted of the Section Head of Industrial Coaching and Development, asistant staff Departement of Cooperatives and Industry Bima City, community leaders, collectors and weavers. The results of this study indicate that (1) The Bima City Industrial and Trade Cooperatives Office has carried out 7 stages namely the preparation stage, the assessment stage, the alternative planning stage, the formalization of the action plan, the implementation stage, the evaluation stage, and the termination stageImplementing empowerment through assistants, but there are still some miscommunications with Bima’s traditional weaver in the implementation. The government acts as a facilitator and regulator in all stages of empowerment. The role of the government as a catalyst is not found in the preparation and assessment stages.
