Abstract

The use of the Unmanned Aircraft System known as drones by the government has increased along with technological developments in society. Drones are used in various civil government activities, such as law enforcement, area mapping and other state activities. The use of civilian drones by the State threatens the right to privacy and protection of personal data which can lead to mass surveillance, violations of personal data, and discrimination which has implications for human rights. This thesis examines the existing laws and regulations in Indonesia regarding the use of civil drones by the State and aspects of personal data protection in them as well as exceptions to the State. This thesis will also examine the form of limitation of personal data protection through other regulatory forces, namely privacy impact assesment, privacy by design, and market demand.
