Abstract

Spatial planning cannot be separated from the dynamic political process. This happens because the space is an instrument in actualizing various political interests by actors related to political studies. As t is known that the urban spatial planning process has become a contestation arena for elites in carrying out their interests. This study was conducted using qualitative methods and descriptive analysis to explain the Political Dynamics of Border City Spatial Planning in Kedamean Subdistrict. The inability of Surabaya city in accommodating the large number of residents and the depletion of urban land has triggered the expansion of areas to the outskirts of the city. Supported by the large amount of land and a strategic location on the border of two major cities, the Kedamean area can be categorized as a peri-urban area and is transformed into an area that is contested by investors in carrying out their business activities, especially in the property sector. Therefore, the spatial planning process in Kedamean can be seen from the transformation of the space/region and the appearance of the fiscal itself. The spatial planning process is not constantly caused by the encouragement from business elites who are able to suppress the government due to the financial constraints. Yet, there is an interest and strength of the regime to push business actors in forming policy. Consequently, in its implementation, the policy is able to invite and encourage business elites to participate and be involved in the process of implementation policy promoted by the regime. In other words, the Political Dynamics of Border City Spatial Planning in Kedamean Subdistrict was caused by the regime factor that worked effectively to make the business actors as its partners.
