Abstract

Health promotion in schools is an effort to strengthen the capacity of schools as a healthy setting for living, learning, and working continuously (WHO,1998). In order to achieve the success of the health school program (UKS) in health promotion efforts, the involvement of all parties including the government, school institutions, and the community including school committees is required, according to the Ottawa Charter. SMPN 26 Surabaya is a winner of healhty school environment contest in National level for the best performance category. This study aims to describe the implementation of health promotion in schools based on the Ottawa Charter at SMPN 26 Surabaya. This research is a descriptive qualitative research with case study research design. Informant was determined by purposive sampling. The data were collected through indepth interview and documentation. The result shows that for the element of healthy public policy has been done with the availability of written regulations on healthy behavior, but there are no clear written penalty for violating regulations. The element of creating a supportive environment has been implemented well, because there are already infrastructures that support healthy behavior. Elements of strengthening community action at SMPN 26 Surabaya are manifested through extracurricular activities, health movements, and school committees. The element of developing personal skills at SMPN 26 Surabaya are realized through learning during lesson hours and outside of lesson hours, according to the existing curriculum in the school. Elements of the reorganization of health services at SMPN 26 Surabaya have prioritized promotive and preventive efforts and did not neglect curative and rehabilitative efforts. In conclusion, majority elements of Ottawa Charter have been implemented well. But in the element of healthy public policy it is necessary to add the penalty variable for violating regulations.
