Abstract

The focus of this study was to examine the risks of sexual harassment faced by female circular migrants in the public space of Surabaya City. Currently, young women have many opportunities to improve their quality of life. One of the efforts to improve socio-economic status is to migrate to the city of Surabaya. Young women do not always have sufficient capital to live properly as a migrant, so they must migrate in a circular manner. Female circular migrants are at high risk of sexual harassment because of their activities that cannot be separated from the public space. This study employed a qualitative method with a phenomenological approach. Data collection was carried out through observation and in-depth interviews of 11 female circular migrants. The research analysis used Ulrich Beck's risk community theory and Johan Galtung's theory of gender violence. The results of this study indicated that the women who migrated in a circular manner were at risk of sexual harassment. They experienced various forms of sexual harassment in public spaces, such as intercity bus transportation, workplaces, urban streets, bus stops and even city parks. The harassment experienced by the female migrants occured both verbally and physically. Sexual harassment that occured to these women was a form of patriarchy. The female body was made the main object of male oppression and power. The risk of sexual harassment faced by these female circular migrants was a form of risk in the new era of modernity. The development of the metropolitan city had brought the women to face various risks through the migration process. The impact of sexual harassment cases experienced by these migrant women was trauma, anxiety, fear and insecurity. The way these female migrants handled the acts of sexual harassment included gently reminding, shouting, scolding and hitting the perpetrator. In cases of sexual harassment in the workplace, some of the reflexive actions taken by migrant women were politely refusing and avoiding touch.
