Abstract

This research originated from the phenomenon of sexual violence, which increases the number of cases each year. The phenomenon of sexual violence is like an iceberg phenomenon, which means that there are still a lot of unreported data on sexual violence compared to the data reported. Victims of sexual violence, especially women in society, often their rights as victims cannot be fulfilled. This study uses a qualitative method with a case study approach. The research location is in the city of Surabaya where cases of sexual violence are also high in big cities. Data collection techniques were carried out by in-depth interviews, observation, and other secondary data. There were five informants in the study on moderation of the phenomenon of sexual violence, who were women politicians who were members of the DPRD of East Java in the field of gender and focused on sexual violence against women. In addition, the informant is an activist in the KPI Jatim and Savy Amira who actively advocates for the rights and justice of victims of sexual violence. The theory used is the Social Construction Theory by Berger and Luckmann, and Social Support Theory by Sherburne & Stewart. The results showed that sexual violence was constructed by female politicians KPI Jatim and Savy Amira as an act that forcibly attacks another's sexuality by the perpetrator and causes harm to physical, psychological and economic aspects. Moderation is carried out based on the reality in society, namely the provision of a negative stigma against women victims of sexual violence and discriminatory actions against women victims of sexual violence by unscrupulous law enforcement officials. Optimizing the use of the Criminal Code (KUHP) as a legitimate social product as a legal basis for criminal acts of sexual violence, and gender issues faced by female politicians. Female politician KPI Jatim and Savy Amira along with other community groups continue to advocate for the government for the realization of gender justice. Including the agenda for the ratification of the Draft Law on the Elimination of Sexual Violence (RUU PKS). In addition, the role of socialization for all members of society is carried out to prevent potential future sexual violence.
