Abstract

Since the Indonesian government launched entrepreneurship can be grown through education in 2008, many programs from the Ministry of Higher Education were held, one of which was the “Program Mahasiswa Wirausaha/PMW” (Entrepreneurial Student Program). Over time a phenomenon has been discovered, namely the incompatibility of the number of proposals that have passed, funded by the number of businesses running in the period of one year thereafter. This is interesting to study considering that the University has tried to connect entrepreneurial intentions with start-up activity. Against this background, this study was conducted to determine the effect of entrepreneurial intentions of students participating in the PMW at Airlangga University on start-up activity by moderating Environmental Characteristics consisting of University Entrepreneurial Environment and Uncertainty Avoidance. The population as well as the sample in this study were 105 students who had passed the Entrepreneurial Student Program selection for the 2016 and 2017. After selecting, there were 87 questionnaires that were feasible to be processed. Data is processed using Partial Least Square analysis techniques. The results show that entrepreneurial intentions have a positive and significant influence on the start-up activity. while the university's entrepreneurial environment strengthens the influence of entrepreneurial intentions on start-up activity. Uncertainty avoidance weakens the influence of entrepreneurial intentions on start-up activity.
