Abstract
Dissertation Research with the title "Legal Principles in Integrated and Sustainable Water Resources Management " with a focus on studies on Philosophy of Integrated and Sustainable Management of Water Resources, Legal Principles in Integrated and Sustainable Management of Water Resources, Government Authority in Water Resources Management in an integrated and sustainable way. The purpose of this study is to discover the nature of water resources management in an integrated and sustainable manner. Discover legal principles in managing water resources in an integrated and sustainable manner. Discover the authority of the government in managing water resources in an integrated and sustainable manner. This research is a normative study, using a statutory, conceptual, comparison, historical, and case approach approach. The results of this study indicate that water resources are needed by all living things, managed by the state to realize justice, prosperity and welfare of the people. The management of water resources has not fully referred to the legal principles of justice, Legal certainty, usefulness, balance, integration, sustainability, transparency and accountability. The authority of the government in managing water resources includes, makes policies, regulates, manages, manages and supervises and does not lead to integrated and sustainable water resources management. The conclusion of this research is firstly the management of water resources aims to realize justice, prosperity and welfare of all people, as reflected in Article 33 paragraph (3) of the 1945 Constitution of the Republic of Indonesia. Secondly, the management of water resources does not refer to the principles law namely justice, balance, cohesiveness, and sustainability as well as transparency and accountability. The three governments are authorized to take policies, manage, regulate, manage and supervise the management of water resources in an integrated and sustainable manner. Suggestions First, the Government is expected to form a ministry specializing in the management of water resources so that water resources are managed in an integrated and sustainable manner. Second, Placing the principles of justice, legal certainty and expediency, balance, integration and sustainability as well as transparency and accountability, as the main principles in the management of water resources. Third, local governments should be given broad authority in the management of water resources.
