Abstract

To achive the goal of providing welfare state, the Indonesian goverment has to do government activities or programs planned by maximizing exsiting resorces. Lack of revenue requires the Government to prioritize activities to accelerate the achievement of the state. Earned income countries, allocated according to priority activities that have been arranged in the article 12 that the draft Budget of the State Finance mentioned in article 12 that the draft Budget of the State referred t in paragraph (1) based on the work plan of the Government in order to realize the achivement of the global state. The Thesis will discuss about the legal basis for planning and budgeting document. How legislationregulates anout of them, so that thesis will increase the readers knowladge.
