Abstract
Nowadays, law plays not only as tools of social control but also plays as tools of social changes. Even it is used as tools of implementing government’s policy. Law is not only a formulation of blue print, that is stimulated in its articles, but in itself, law is a phenomenon that could be observed in society life. Therefore, lawyers are not only involve in such a craftsmanship works, but also as policy maker and sometime as development planning formulator. Based on that assumption, the understanding of policy concepts, policy formulation models would be needed to understand the realization of that works.
