Abstract

Objective of the recent study was to analyze and examine the effect of income structure on expenditure structure, the effect of the income structure on the regional independence, the effect of the expenditure structure on the regional independence, the influence of the expenditure structure on the development of socio-economic activities, the impact of the regional independence on the development of socio-economic activities and describe a shift in the Regional Autonomy based on standardization of autonomy position from consolidation to low, moderate and high autonomy under the predetermined standardization. The research method in this study was grounded on the explanatory research, namely this research was deliberately designed to examine and explain the effect of the income and expenditure structures implementation of the municipal government on the regional independence and development of socioeconomic activities in Samarinda City. The data were collected from all subdistricts existing in Samarinda City. Thus, the research was conducted on the basis of census where its data were in the form of time series data starting from 2001 up to 2003. These data constituted pooled data, namely a combination of both time series data (for three years, starting from 2001 up to 2003) and cross sectional data (6 subdistricts). To know the independence and socio-economic activities in subdistrict areas in Samarinda City, then some hypotheses were tested making the use of path analysis. Moreover, the descriptive analysis was also used to analyze and examine the position of Regional Independence level in accordance with the predetennined standardization. On the basis of the results using the path analysis, it was suggested that the income structure was significantly correlated with the expenditure structure; the income structure was not significantly correlated with the regional independence. Furthermore, the expenditure structure was not significantly correlated with the regional independence. The expenditure structure didn't produce a significant effect on the development of socio-economic activities in Samarinda City. The regional independence indicated a significant correlation with the development of socio-economic activities. The regional autonomy implementation has brought about a shift in standardization of the autonomy position from consolidation. Under the predetermined standardization, then it could be said that P AD/ APBD has achieved a consolidated position, PADIPDRB of the constant value achieved the Low Autonomy, PADIPDRB of the current value achieved the consolidated position, and APBDIPDRB of the constant value achieved the Low Autonomy and APBDIPDRB of the current value achieved the Low Autonomy position,
