Abstract
The concept of participation in public administration is a classic discourse. Development efforts of experts in order to demonstrate this concept significant remains scientifically relevant and policy-wise. Although the construct and its meaning can change from one paradigm to the next, but still remains part of the important concepts in the mainstream of public administration. As a result of the library research, this article describes the development of the concept of participation in the study of public administration, which is part of a joint effort encourages its use in a variety of further studies in order to sharpen the validity of knowledge (scientific validity) and relevance of the policy (policy relevance ) science of public administration. This study used library research methods, especially literature utilizing various data sources which include: a variety of books, the results of previous studies, articles in international scientific journals science of public administration that used the concept of participation as the main concepts, as well as various other forms of literature that discussed the concept and practice participation in various parts of the world, including the Indonesia context. Being part of the focus of public administration, the participation concept was changing and developing in line with changes in orientation and paradigm development of public administration. Participation had experienced changes of its conceptual meaning, not only in its focus but also in its philosophical meaning. Formerly discussed in the context of the ladder of participation and on the basis of zero sum game philosophy, participation was moving to positive sum game in accord with the orientation shift of public administration studies from ‘government’ to ‘governance’. Furthermore, as New Public Services had become prominent in the development of public administration studies with the focus on citizen right-based, participation also became right-based. The changes required adjustments of the role of public administration, which in turn also necessitated different capacity or competence prerequisites of public administrators
