Abstract

1998 was a bad year for the Indonesian government. Economic crisis that happened in Thailand promptedall the crises in Indonesian government became worse and causing chaos in Indonesian society. In May 1998 students demonstrated demanding normal prices, repressive action by the military and police that left four students dead known as Trisakti tragedy triggered the riots that known as May 1998 riot that killed thousands of people. Until now, the perpetrators of the shooting of students, looting instigators, assault and, rape can not be identified to be tried in national and international courts. The military and police seemed to had an imunnity against law. The Government immediately declared constitution No. 39/1999 on Human Rights and constitution No. 26/2000 on Human Rights Court. The declaration of the two new contitutions provided justice for the victims and an end to impunity for perpetrators of human rights violators
