Abstract

This research has several objectives. Firstly, to explain the fanner characteristics as the local society and how is the influences to the adoption of irmovation. Secondly, to describe how is the government potition and the market as the source of the irmovation, and the society as the users of the irmovation. Lastly, to comprehend how is the mean of the irmovation, if the irmovation does not interpret to the frame of relationship among the government, the people and the market and also how is the relationship if it has been confront to the different potition and interest. This research argue that the relationship among the government, the market and the societ' concern political economic phenomenon which could affect the irmovation substantial. Bence, in discussing the phenomenon of the diffusion of irmovation apply the political economic approach.By this approach, could be make three possibilities, namely: the irmovation for the government political interest for the market economic and for the societ' interest. The fanners position, when were dealt with the government or the market could be fluctuated agree with the context that occur in the society. In the preproduction stage the fanner's positions is independence. In the post-production stage, the farmer's position are always dependent on the businessmen interest. The government is take the position as the facilitator between the businessmen and the farmers interest. In the pre-production stage the government position is neutral. Between the government and the market is inter-dependence. The government position besides concerning the equality of interest between the society and the market also does not take the position that the society is the dependence variable. The businessmen position does not recognize the collective goodness, based on the culture value and certain ideology, but economic interest. The diffusion of irmovation that in the begirming have a mean distributing a part of power specifically is the accumulation of power for the dominance structure. This finding could be express as the proposition 1: The difJUsion 0/ innovation is directed proportionate to the accumulation 0/ power. Consequently, the Wider difJUsion 0/ innovation the higher power acceptance. The relationship among the government, the market and the local society in the process of the diffusion of irmovation shows the sinergy. Thus, accumulation of power is not static any more, and becomes dynamic. This fmding merely contradiction by Anderson observation (1991 :52) regarding the power concept in Java culture. Based on these fmding could be express as the proposition 2: 1/ those three structure (the government, the market and the society) do synergy by using the equal power mutually, so the total power would be dynamic and becomes positive sum. Conclusion, in the begirming the diffusion theory include to the conservative perspective, because emphasize to importance of the government role, but at the end arise the dependence. The diffusion of irmovation is not only idealism and has material aspect that supports the capitals dominance and the businessmen interest. The most important finding is the sinergy among the government, the market and the society, so that include to the modern liberal perspective.
