Abstract

Privat University (P.U.) as a sub - sub system in the higher education sub systems and national education system needs upleveUing in achieving the overall goal of national development . The development of a private university means the protection of Main Plan (RIP) systems - P.U. as a protection facility for P.U. community. In this study, Main Plan (RIP) systems - P.U. are a planning that function as a government instrument and plan as a figure of law. The study tries to know how far the application is implemented in academic development of P.U. system in east Java.
