Abstract

This study explains the policy of the colonial government, namely Gemeente Surabaya in regulating the cemetery area in Surabaya. Cemetery areas in Surabaya during the colonial period were divided according to the social ethnic class in Surabaya. This research focuses on Gemeente's policy towards the European cemetery area in Surabaya in 1906-1942. The methods used in this research include data collection, source criticism, interpretation and historiography. The sources used in this study are from Archives Bappeda Jawa Timur, the delpher.nl website and other written sources such as contemporary newspapers and city regulations archives from gemeente at that time. The policy of dividing cemetery area by ethnic type had been carried out before the reign of Gemeente. Cemetery area are then distinguished and in the management of the cemetery also have different policies as well. On european ethnic burial policy, Gemeente imposed Verordening op het beheer der begraafplaatsen voor Europeanen en met dezen gelijkgestelde personen, alsmede voor Christenen van anderen landaard, hunne echtgenooten en kinderen, weduwen en weezen in de de gemeente Soerabaja. The regulation was implemented in an effort by Gemeente Surabaya to implement a policy of ethnic division within the cemetery area
