Abstract

Penelitian ini menelaah stagnasi World Social Forum (WSF) dalam menciptakan tatanan dunia alternatif terhadap globalisasi neoliberal. Latar belakang penelitian ini dimulai dengan fakta bahwa WSF yang seharusnya berperan dalam menciptakan tatanan dunia alternatif, ternyata dalam perkembangannya selama sepuluh tahun sejak 2001 hingga 2008, belum mampu menghasilkan alternatif yang nyata. Permasalahan dalam penelitian ini adalah mengapa WSF belum berhasil dalam menciptakan tatanan dunia alternatif tersebut. Dalam penelitian ini, WSF merupakan multitude yang digambarkan sebagai lawan dari imperium –dalam hal ini globalisasi neoliberal. Dengan metode falsifikasi, premis – premis dari multitude tersebut didekati secara empiris berdasar problem yang dihadapi WSF. Berdasar problem tersebut, ditarik jawaban sementara bahwa stagnasi WSF dalam menciptakan tatanan dunia alternatif disebabkan kesalahan dalam strategi perlawanannya. Jawaban sementara dalam penelitian berformat kualitatif – verifikatif ini tidak hanya untuk dibuktikan tetapi juga dijadikan sebagai landasan dalam pengumpulan data untuk disimpulkan secara induktif. Melalui analisis dengan menelaah pelaksanaan WSF selama delapan tahun terutama problem yang dihadapi WSF, dapat disimpulkan bahwa belum berhasilnya WSF dalam menciptakan tatanan dunia alternatif disebabkan karena kesalahan dalam menggunakan strategi multitude sebagai strategi perlawanan. Kesalahan strategi tersebut dapat dilihat pertama, WSF gagal dalam mendefinisikan secara jelas target perlawanannya. Kedua, WSF gagal dalam menjaga proporsionalitas partisipan. Karakter partisipan yang hadir dalam WSF memiliki kecenderungan berganti – ganti sehingga menyebabkan tidak adanya sustainability dalam usaha mencapai konsensus. Ketiga, absennya otoritas dalam mekanisme pembuatan alternatif menjadi indikator kegagalan WSF. Tidak adanya ototritas ini menyebabkan pelaksanaan forum cenderung anarki tanpa kejelasan arah. Terakhir, kegagalan WSF juga ditunjukkan oleh masih bergantungnya WSF terhadap dukungan eksternal dalam pelaksanaannya. Adanya kebergantungan ini menyebabkan WSF cenderung tidak berjalan dengan baik apabila tidak ada dukungan. Kegagalan – kegagalan strategi tersebut yang menyebabkan sampai 2008, WSF cenderung stagnan dalam menciptakan tatanan dunia alternatif. Translation: The study examines the stagnation of the World Social Forum (WSF) in create an alternative world order of neoliberal globalization. Background behind this research begins with the fact that the WSF should role in creating an alternative world order, it turns out in its development for ten years from 2001 to 2008, has not been able to produce a real alternative. The problem in this research is why the WSF has not succeeded in creating an alternative world order them. In this research, the WSF is a multitude depicted as an opponent of empire-in this case neo-liberal globalization. With method of falsification, the premise - the premise of the multitude was approached empirically based problems faced by the WSF. Based on these problems, drawn answers while that stagnation WSF in creating an alternative world order caused by errors in the resistance strategy. Answer while in qualitative research format - verification is not only to be proven but also serve as the basis for the conclusion of data collection inductively. Through analysis by reviewing the implementation of WSF for eight years particular problems faced by WSF, it can be concluded that not WSF successful in creating an alternative world order caused by error in using the strategy of multitude as a strategy of resistance. Error strategy can be seen first, WSF failed in clearly defines the target resistance. Second, the WSF failed in maintain proportionality participants. Character participants who attended the WSF have a tendency to change - change that causes no sustainability in an effort to reach consensus. Third, the absence of authority in alternative mechanism for making an indicator of failure WSF. The absence of ototritas This causes execution of the forum tend to anarchy without clarity direction. Finally, the failure is also indicated by the WSF is still dependent WSF of external support in its implementation. The existence of this dependence cause WSF tend not to work well when there is no support. Failure - failure of those strategies that lead to 2008, the WSF tends to stagnate in creating an alternative world order.
