Abstract

China dan India merupakan dua negara berkembang yang mengalami reformasi ekonomi yang tepat hingga akhirnya menjadikan kedua negara tersebut sebagai the new emerging countries. Julukan tersebut diberikan tidak terlepas dari pertumbuhan ekonomi kedua negara yang mencapai angka yang stabil dan tinggi per tahunnya serta reformasi yang digulirkan membawa keduanya pada sistem ekonomi yang lebih terbuka pada pasar, tak terkecuali dengan ASEAN. Per tanggal 1 Januari 2010, China-ASEAN telah memberlakukan FTA (Free Trade Area atau Area Perdagangan Bebas) dimana produk ekspor-impor keduanya ditetapkan tarif hampir nol persen. FTA ini berjalan dengan dimulainya Kerangka Perjanjian kedua negara pada tahun 2002, yang menetapkan pengurangan tarif terhitung tahun 2003 sampai pada implementasi tahun 2010. Di sisi lain, India-ASEAN juga telah menandatangani Kerangka Perjanjian serupa tahun 2003 dengan menetapkan pengurangan tarif tahun 2004 dan masuk pada tahun 2011 untuk FTA. Namun kemudian, implementasi FTA India-ASEAN tidak semulus FTA China-ASEAN. Penelitian ini berusaha menjelaskan beberapa faktor yang menjadikan implementasi FTA India- ASEAN berjalan lambat tidak sesuai dengan jadwal yang ditetapkan, berbeda dengan FTA China-ASEAN. Melalui konsep kepentingan nasional, dengan kerangka pemikiran ekonomi politik nasional maupun internasional serta diplomasi ekonomi diketahui bahwa lambatnya implementasi FTA India-ASEAN dipengaruhi oleh faktor dalam dan luar negeri, sedangkan FTA China-ASEAN berjalan lancar dikarenakan kesiapan China untuk integrasi pasar dengan ASEAN. FTA is running with the start of Framework Agreement the two countries in 2002, which set a tariff reduction starting in 2003 until the implementation year 2010. On the other hand, India-ASEAN Framework Agreement has also signed a similar year 2003 with a set tariff reductions in 2004 and signed in 2011 for the FTA. But then, the implementation of India-ASEAN FTA is not as smooth as China-ASEAN FTA. This study attempts to explain some of the factors that make implementation of the FTA India- ASEAN is slow is not in accordance with the schedule you set, different from the FTA China-ASEAN. Through the concept of national interest, with a framework of political economic thought national and international well known that the slow economic diplomacy India-ASEAN FTA implementation is influenced by factors at home and abroad, while the FTA China-ASEAN went smoothly due to the readiness of China to market integration with ASEAN.
