Abstract

Selama ini banyak akademisi yang mengkaji masalah tanggung jawab sosial perusahaan hanya dalam kancah domestik dan masalah lokal perusahaan saja. Padahal sesungguhnya tanggung jawab sosial perusahaan bernaung pada suatu lembaga internasional, diantaranya adalah UNCTC (United Nations Centre on Transnational Coorporations) dan United Nations Global Compact. Dalam penelitian ini, penulis mencoba menghubungkan konsep tanggung jawab sosial perusahaan dan neoliberalisasi melalui kasus pergeseran kode tanggung jawab sosial perusahaan dari UNCTC Code of Conduct on TNCs ke UN Global Compact. Rumusan masalah yaitu sejauh mana pergeseran UNCTC ke UN Global Compact dapat dikategorikan sebagai neoliberalisasi tata kelola tanggung jawab sosial perusahaan. Untuk menjelaskan masalah tersebut, penulis mencoba menghubungkan tiga kerangka teoritik, yaitu tanggung jawab sosial perusahaan dalam pergeseran dari Community Development ke Corporate Social Responsibility, Akuntabilitas dan Responsibilitas, dan neoliberalisme dalam pergeseran dari menurunnya peran negara hingga meningkatnya peran swasta. Dalam pembahasannya, penulis menjelaskan tentang konsep neoliberalisasi, tanggung jawab sosial perusahaan dan stakeholders. Hasil dari penelitian ini adalah sebuah pembuktian dari hipotesis bahwa pergeseran dari UNCTC Code of Conduct on TNCs ke UN Global Compact adalah sebuah bentuk neoliberalisasi kode tanggung jawab sosial perusahaan. Tetapi pergeseran tersebut bukan sebuah neoliberalisasi yang ekstrem, melainkan sebuah neoliberalisasi moderat. Disebut moderat atau tidak ekstrem karena dibandingkan dengan kode UNCTC yang menunjukkan adanya peningkatan peran swasta namun negara masih memiliki kontribusi yang cukup besar dalam bidang ekonomi, pada kode Global Compact negara cenderung tidak memberikan pengaruhnya secara berarti. Hal ini ditunjukkan dengan adanya beberapa perbedaan pada kode UNCTC dan kode UN Global Compact, meliputi perubahan peran negara terhadap TNC serta perubahan bentuk program tanggung jawab sosial perusahaan. Penelitian ini juga mencoba mengemukakan bukti dengan cara menyajikan contoh program tanggung jawab sosial perusahaan yang dilaksanakan oleh beberapa perusahaan transnasional, baik dalam bentuk Community Development maupun dalam bentuk CSR. Dengan demikian, pengolahan data tidak terbatas pada perbandingan konsep semata, tapi diperlengkap dengan perbandingan praktek tata kelola tanggung jawab sosial perusahaan. Translation: During this time many academics who study corporate social responsibility issues only in the domestic arena and the company just a local problem. In this study, the authors try to link the concept of corporate social responsibility and neoliberalisasi through case shifts to corporate social responsibility codes of UNCTC Code of Conduct on TNCs to the UN Global Compact. The formulation of the problem is the extent to which the shift UNCTC to the UN Global Compact can be categorized as neoliberalisasi corporate governance corporate social responsibility. To explain the problem, the author tries to connect the three theoretical framework, ie corporate social responsibility in a shift from Community Development to Corporate Social Responsibility, accountability and responsibility, and neoliberalism in the shift from the declining role of the state through increased private sector role. In his discussion, the author describes the concept neoliberalisasi, corporate social responsibility and the stakeholders. The results of this study is a proof of the hypothesis that the shift from UNCTC Code of Conduct on TNCs to the UN Global Compact is a form of neoliberalisasi code of corporate social responsibility. But the shift is not an extreme neoliberalisasi, but a moderate neoliberalisasi. Called moderate or extreme as compared with UNCTC code that indicates an increased role of the private sector but the country still has a considerable contribution in the economic field, the Global Compact country codes tend not to give effect significantly. This is indicated by the existence of some differences in UNCTC code and code of the UN Global Compact, including the changing role of the state to the TNC and the changing forms of corporate social responsibility program. The study also tried to put forward evidence by presenting examples of corporate social responsibility programs implemented by some transnational companies, whether in the form of Community Development as well as in the form of CSR. Thus, data processing is not limited to the comparison of concept only, but by comparison diperlengkap governance practices of corporate social responsibility.
