Abstract

This research has an aim to give more information about agricultural and industrial sectors influence toward the success of East Java development and socioeconomic welfare. From the results of this research, it's expected that the will be more correctly implemented than before by the government. This research has been formulated based on development model of "Theory of Economic Dualism", which always debates about both sectors toward the development. The differences of this research compared to the others, is that it uses a macro model analysis which measures the influence of both sectors through the economic growth as the development of successful measurement and human development index (HOI) to measure the socioeconomic welfare. Meanwhile, the past research only used a micro economic analysis. Data analytical model of the hypothesis is approved by using PLS (Partial Least Square) and supported by Smart PLS software to process the secondary data. As a result, this research shows that the growth of agricultural has a significant influence toward the astonishing success of that area. It has been measured from the economic growth in East Java and the results of economic welfare have increased based on East Java HOI. Otherwise, the industrial effects have influenced the economic growth but not the socio-economic welfare. Based on this result, the development on East Java should be followed by the development of agricultural sector as a leading economic sector, while the industrial sector should have a backward or forward linkage to the agricultural sector.
