Abstract

Dewan Perwakilan Rakyat Daerah (DPRD) adalah sebuah lembaga perwakilan daerah yang memiliki 3 fungsi utama dalam menjalankan kinerjanya. Ketiga fungsi tersebuta adalah fungsi Legislasi, fungsi pengawasan, Fungsi budgeting. Dari ketiga fungsi tersebut fungsi yang paling utama adalah fungsi legislasi. Yang mana fungsi ini adalah salah satu fungsi DPRD untuk membuat suatu peraturan perundang-undangn dalam bentuk suatu peraturan daerah (Perda). Dalam pembuatan suatu perda ini DPRD juga memiliki hak yang melakukan inisiatif perda selain dari inisiatif eksekutif. Dalam penelitian kali ini penulis melakukan penelitian terhadap kinerja DPRD kota Surabaya dalam menjalankan fungsi legislasinya. Penilaian fungsi legislasi ini dilaihat dari peraturan daerah yang telah dihasilkan selama 5 tahun menjalankan tugas mereka. Dalam 5 tahun kinerja DPRD kota Surabay telah mengahasilkan Perda sebanyak 52 perda yang kesemuanya itu adalah inisiatif dari eksekutif. Selama ini fungsi legislasi selalu menjadi salah satu indikator berhasil aatau tidaknya sutau kinerja dari DPRD. Dengan perda yang dihasilkan oleh DPRD kota Surabaya periode 2004-2009, muncul banyaknya anggapan bahwa fungsi legisalsi DPRD kota Surabaya tidak maksimal. Ketidak maksimalan itu selain dilihat dari jumalh perda yang ada juga dinilai dari tidak adanya inisiatif yang datang dari DPRD kota Surabaya. Padahal DPRD adalah wakil dari rakyat yang mana dalam menjalankan kerjanya harus berdasarkan juga untuk kepentingan masyarakat. Inisiatif DPRD dalam pengajuan raperda membuat banyak anggapan bahwa DPRD masih saja berfungsi sebagai rubber stamp terutama dalam menjalankan fungsi legislasinya. Translation: House of Representatives (DPRD) is an institution local representative who has 3 main functions in running performance. In this research the author conduct research on the performance in running the city of Surabaya DPRD the function of legislation. The assessment of this legislative function dilaihat of local regulations which have been produced for 5 years doing their jobs. In 5 years performance of the city parliament has been aimlessly Surabay regulation of 52 local regulations all of which is an initiative of the executive. During this legislative function always is one indicator of success aatau least sutau performance of Parliament. With the regulations produced by the provincial city of Surabaya in the period 2004-2009, appeared many thought that the function does not legisalsi DPRD Surabaya maximum. The lack maksimalan that in addition to visits from the existing regulations also jumalh judged from the absence of initiatives coming from the city of Surabaya DPRD. Whereas Parliament is the representative of the people who where in carrying out its work should according also to the interests of society. Parliament initiative in proposing draft makes many assumptions that the Parliament was still functioning as rubber stamp, especially in carrying out the function of legislation.
