Abstract

Otonomi daerah begitu erat sekali kaitannya dengan upaya reformasi birokrasi. Makna dari era otonomi daerah adalah pelimpahan wewenang dari pusat kepada masing-masing pemerintah daerah untuk mengurus daerahnya sendiri termasuk menentukan kebijakan yang didasarkan atas kebutuhan masyarakatnya. Dengan adanya pelimpahan wewenang tersebut setiap pemerintah daerah berupaya menggali potensi yang ada melalui reformasi birokrasi yang merombak gaya kepemimpinan yang diterapkan pada era sebelum otonomi daerah, yang cenderung bersifat top-down dan setiap kebijakan yang dibuat adalah kewenangan pemerintah pusat. Namun, dengan adanya otonomi daerah, upaya reformasi birokrasi yang dimaksudkan adalah melalui peningkatan kualitas pelayanan publik, dimana menempatkan masyarakat sebagai mitra yang membutuhkan layanan sedangkan pemerintah berfungsi sebagai penyedia layanan (service provider). Dengan adanya kebebasan di antara pemerintah daerah, merambah hingga kebebasan peran publik dalam hal ini adalah masyarakat dan LSM. Peran serta masyarakat publik di era otonomi daerah turut mengamati kinerja birokrasi. Terlebih dengan maraknya LSM yang kian menjamur, salah satunya adalah The Jawa Pos Institute of Pro Otonomi (JPIP) yang berkaitan langsung dengan proses monitoring kinerja birokasi terutama di era otonomi daerah. Upaya monitoring tersebut dilakukan dengan program penganugerahan penghargaan berupa otonomi award. Melalui penghargaan ini, setiap birokrasi termotivasi untuk memberikan pelayanan publik yang optimal, efisien, dan akuntabel. Dinas Kesehatan Kota Surabaya mampu menunjukkan performa yang baik dalam hal peningkatan pelayanan publik melalui kewenangannya atas Puskesmas. Kewenangan Dinas Kesehatan Kota Surabaya diimplementasikan dengan strategi peningkatan pelayanan publik dilakukan merata di Puskesmas seluruh kecamatan di Surabaya. Especially with the rise of NGOs are increasingly springing up, one of them is The Java Pos Institute of Pro Autonomy (JPIP) related directly with the performance monitoring process, especially in the era of bureaucratic autonomy area. Monitoring effort was conducted with the program bestowal award award in the form of autonomy. Through this award, every bureaucracy motivated to provide optimal service delivery, efficient, and accountable. Surabaya City Health Department was able to show performance both in terms of improving public services through its authority over PHC. Authority of the City Health Department implemented Surabaya with public service improvement strategy is equitable in PHC all districts in Surabaya
