Abstract

Pemilu dalam studi ilmu politik sangat menarik untuk dicermati. Untuk itulah dalam pergulatannya selalu ada dinamika dan proses yang menarik. Tak luput juga pada Pemilu Legislatif. Pada Pemilu Legislatif ini lebih menarik dimana para kandidat lebih variant yang tentunya menjadi menarik perhatian konstituen untuk memilih dan juga yang lebih penting adalah pengaruh pada partai politik. Agar lolos menjadi anggota dewan para caleg (calon legislatif) yang notebene-nya adalah peserta Pemilu Legislatif harus saling bersaing untuk mendapatkan suara terbanyak. Tetapi yang ironis adalah ketika lawan bersaingnya itu juga berasal dari partai politik yang sama. Seringkali para caleg lupa akan asalnya sehingga tak jarang pada kenyataannya mereka saling memperebutkan suara bahkan dengan cara illegal sekalipun. Bila hal ini digambarkan tentu akan merugikan partai politik khususnya internal partai, karena tak hanya saling bersaing antar partai dan caleg antar partai, namun juga persaingan caleg dengan partai yang sama. Yang menjadi fokus penelitian adalah dampak yang muncul di PKB Sidoarjo akibat keputusan MK tentang mekanisme pemilihan pada pemilu legislatif 2009 khususnya di Dapil III Sidoarjo dengan menjawab rumusan masalah tentang bagaimanakah mekanisme penentuan caleg dan legislatif terpilih di PKB Dapil III Sidoarjo? bagaimana terjadinya konflik internal PKB dalam pemilu legislatif 2009 di Dapil III Sidoarjo? dan apakah dampak konflik dalam Pemilu Legislatif 2009 di Dapil III Sidoarjo terhadap dinamika PKB di Sidoarjo?. Penelitian ini dilakukan di Dapil III Sidoarjo yang terdiri dari kecamatan Tulangan, Wonoayu, dan Sukodono. Daerah ini berada kabupaten Sidoarjo, provinsi Jawa Timur. Daerah ini dipilih karena memiliki fenomena menarik seputar kasus perselisihan suara yang tentunya mengarah pada lahirnya potensi konflik di internal PKB. Informan dipilih dengan menggunakan teknik snow-ball. Informasi diperoleh dari wawancara dan dokumen. Wawancara dilakukan dengan mengarahkan pembicaraan pada kasus perselisihan suara yang menjadi indikasi konflik internal PKB Sidoarjo dan kemudian diambil datanya dengan membawa informan menjabarkan antara pengaruh mekanisme Pemilu Legislatif 2009 sampai dengan pada dampak-nya bagi PKB Sidoarjo. Untuk dokumen dilengkapi sebagai pelengkap data peraturan tentang mekanisme penetapan calon legislatif terpilih, data-data seputar kasus perselisihan suara, serta data-data mengenai lokasi penelitian dan kependudukan. Dan keseluruhannya itu tentu berhubungan dengan Pemilu Legislatif 2009 di Dapil III Sidoarjo. Dari kajian penelitian dapat dikemukakan hasil penelitian sebgai berikut; penentuan caleg terpilih adalah mekanisme sah dari Pemilu Legislatif 2009 yang telah diputuskan melalui Judicial Review MK dan kemudian secara praktis meninggalkan sistem nomer urut dan beralih pada sistem suara terbanyak. Suara terbanyak inilah yang juga digunakan dalam menentukan caleg terpilih di Dapil III Sidoarjo. Pada penelitian yang dilakukan ternyata sistem suara terbanyak dianggap bermasalah dimulai dengan tradisi PKB yang menganggap sistem nomer urut sebagai penghargaan kader yang kemudian beralih fungsi dengan penetapan mekanisme baru yaitu suara terbanyak. Kemudian dari hal ini membawa vi pengaruhnya sampai dengan munculnya dugaan kecurangan dari kasus perselisihan suara. Akibat dari kasus ini tentu mempengaruhi ke-harmonisan sesama kader mengingat kasus yang muncul adalah dugaan terhadap sesama kader (antara caleg yang sama-sama berasal dari PKB). Jadi perselisihan suara tidak juga hanya berasal dari kesalahan hitung saja (human error) namun yang lebih fatal dari perselisihan suara ini adalah dapat melahirkan ketegangan-ketegangan antar kader PKB yang tentu saja sangat mempengaruhi kinerja PKB khususnya bagi internal partai.
