Abstract

Gerakan sosial-politik berbasis tanah di Surabaya direpresentasikan oleh suatu organisasi yang bernama GERATIS (Gerakan Rakyat Anti Surat Ijo Surabaya). Gerakan ini menampilkan sisi khasnya dari setidaknya dua hal. Pertama, bahwa gerakan sosial-politik berbasis tanah yang dilakukan oleh GERATIS merupakan gerakan masyarakat urban yang beranggotakan kalangan heterogen perkotaan dan tidak hanya berdasar pada suatu klas – sebagaimana model gerakan marxian – maupun kaum petani atau petani kebun yang biasanya menjadi ciri khas studi gerakan sosial-politik berbasis tanah selama ini. Kedua, GERATIS yang berkonteks perkotaan menampilkan sisi gerakan yang lebih dinamis dan elegan, yakni menekankan metode perjuangan menggunakan hukumpolitik sebagai koridor gerakannya dengan pola kehidupan perkotaan Surabaya yang sangat dinamis. Penelitian saya ini menghasilkan tiga temuan penting. Pertama, bahwa GERATIS lahir dari organisasi-organisasi perjuangan pembebasan tanah warga Surabaya – terutama di Jagir dan Ngagelrejo – dari keberadaan Surat Ijo yang telah ada sebelumnya. Kelahiran GERATIS sekaligus menandai pergeseran metode garakan ini yang lebih menekankan perjuangan melalui hukum walaupun masih tetap menggunakan metode politis. Kedua, GERATIS adalah motor sekaligus wadah bagi warga Surabaya untuk membebaskan lahannya dari Surat Ijo (baca: menghapus Surat Ijo). Konsep ”gerakan semesta” yang digunakan oleh GERATIS menjadikan gerakan ini tidak terikat pada agama, identitas kultural, ideologi, ataupun klas tertentu. Ikatan yang mempersatukan gerakan ini adalah nasib dan tujuan, yakni nasib telah dirugikan atas keberadaan Surat Ijo dan tujuan untuk membebaskan lahan warga dari Surat Ijo. Dan ketiga, dinamika perjuangan GERATIS terbagi menjadi tiga fase besar. Pertama, perjuangan politik yang telah dilakukan oleh organisasi-organisasi pra-GERATIS. Kedua, perjuangan melalui jalur hukum sejak berdirinya GERATIS dengan gugatan kepada Pengadilan Negeri Surabaya terhadap Pemerintah Kota Surabaya. Dan ketiga, dinamika gerakan sosial-politik GERATIS pasca keputusan PN Surabaya yang menolak gugatan yang diajukan GERATIS sehingga langkah berikutnya adalah mengajukan banding ke Pengadilan Tinggi Jawa Timur. Hingga penelitian ini selesai dilakukan, tujuan GERATIS untuk membebaskan lahan warga Surabaya masih belum tercapai dan cakrawala masih terbuka lebar bagi perjuangan selanjutnya. Penelitian saya menggunakan metode kualitatif, dengan teknik pengumpulan dan analisa data melalui wawancara mendalam (indepth interview), arsip-arsip GERATIS yang tidak dipublikasikan, maupun tulisan-tulisan yang dipublikasikan oleh GERATIS sendiri maupun media massa, berikut kerangka teori yang relevan dengan tema penelitian saya ini. The bond that unites these movements is destiny and purpose, namely the fate has been harmed over the existence and purpose Ijo Letter to free land from the Letter of Ijo residents. And third, the dynamics of struggle GERATIS divided into three major phases. First, the political struggle that has been conducted by these organizations pre-GERATIS. Second, the struggle through since the establishment of legal channels with the lawsuit to the court GERATIS Surabaya State of the City Government of Surabaya. And third, the dynamics of socio-political movements GERATIS post Surabaya District Court decision that rejected lawsuit filed by GERATIS so that the next step is appealed to the High Court of East Java. Until this study is done, the goal to liberate the land residents GERATIS Surabaya still not been reached and the horizon is still wide open for the struggle next. My research using qualitative methods, with techniques collecting and analyzing data through in-depth interviews (depth interview), GERATIS archives are not published, as well as the writings published by GERATIS itself or the mass media, the following framework theory relevant to the theme of my research.
