Abstract
For far too long Indonesia has been trapped and disillusioned by the comfortability called abundant natural resources and strategic default position between two continents and two oceans, that was what President Joko Widodo tried to accentuate in the midst of the 2014 presidential election race. The Global Maritime Fulcrum then became his signature campaign doctrine, promising to revitalize Indonesia as a great maritime nation in the same light as the Majapahit and Sriwijaya Empires in the country’s past. This thesis examines beyond the rhetoric, looking at the ontological facts of regional dynamic realities, especially the rise of China in the 21st century. The Author will explain what Global Maritime Fulcrum actually means, and why Joko Widodo tried to shift Indonesia’s strategic culture from a landward approach to a seaward approach, which is a response towards the rise of China in the region. There are three important domains that would be key in correlating Global Maritime Fulcrum and the rise of China; first better awareness on sea boundaries line, second better presence at sea, third better maritime connectivity. The findings the Author found shows that indeed Global Maritime Fulcrum that cemented under Indonesia Ocean Policy, have a recurring themes as mentioned above in accordance with maritime consequences from the rise of China which are threat towards sea boundaries line regarding South China Sea dispute, threat from IUUF regarding Natuna, and lastly economic assertiveness regarding economic package offered by Chinese government i.e. One Belt One Road, Maritime Silk Road, and String of Pearls.
