Abstract

Uyghur people is an Turkic ethnic minority that live in the northwest region of China, named Xinjiang Uyghur Autonomous Region. The ethnic, cultural and religion differences between Han and Uyghur lead Chinese government’s repressive policies towards the Uyghurs in Xinjiang. The repression of Chinese government leads the resistance from the Uyghurs. Demonstrations and separatism movement by the Uyghurs occurred in Xinjiang, and the biggest demonstration took place on Urumqi, July 5th 2009, which hundreds of people killed. However, the incident has caused great anger among Turkish public and government. Turkish shared ethnic ties with Uyghur, and it caused them to adamantly criticized the Chinese government. The Turkish anger showed by the harsh comment of Turkish Prime Minister Recep Tayyip Erdogan, that described that event as genocide and the mass protest in Turkey towards Chinese government. However, at September 2010, Turkey and China organized a joint military exercise that took place at Turkey, and some formal visits by the elite of both countries. This research purpose is to find out why the ethnic ties between Uyghur and Turkey has less influence on Turkey’s foreign policy towards China. Using the motivations of ethnic conflict intervention by David Carment that divided into affective and instrumental motivation. The result is instrumental motivation that divided into the economic gains, international system, and domestic politic has more influence on Turkey’s action towards Uyghur that shared ethnic ties with the Turkish.
