Abstract

Street children are a social problem which needs to get serious attention from many sides, government, society and also private organizations. This attention is not only influenced by the growth of the street children, but also the terrible situation and condition of the children where they often feel crime threat when they are on road or vice versa whenever they do they are often threat their society. In accordance to the UUD 1945, section 34 verses 1, which stated, “The poor and neglected children are taken care by government.” Thus, our government makes a policy, handling programs for street children. The problem which is presented in this research is how the handling pattern by Government to decrease street children of Surabaya. The purpose of this research is to describe the handling pattern of the street children done by government to reduce their number in Surabaya. To answer the abovementioned problem, qualitative research method is used with descriptive research type. The choosing of informant is done by purposive sampling and then grown by using snowball technique. Data is gotten through the observation process and deep interview, while also using documented data sources and investigation of online data. The validity of the data is tested through the data source of triangulation which is presented is the valid data. Analysis and data interpretation is done by studying all data had through deep interview and the use of document data sources, then selected, combined and categorized as well as make the relation of the data. The result gotten from this research shows that handling pattern of the street children done by Dinas Sosial Kota Surabaya are handling programs for street children and their parents. In implementing the programs, Dinas Sosial Kota Surabaya involves other government and also non-government organization, such as NGO and private institutions.
