Abstract

Keberhasilan suatu partai politik baru untuk menduduki kursi legislatif pada pemilihan umum yang baru pertama kali diikuti merupakan hasil positif bagi partai tersebut. Dua kursi DPRD Kota Surabaya Periode 2014-2019 yang diperoleh Partai NasDem pada Pemilu Legislatif 2014 merupakan hasil dari usaha-usaha yang telah dilakukan partai secara bertahap. Salah satu usaha yang dilakukan oleh Partai NasDem terkait perolehan dua kursi DPRD Kota Surabaya melalui pelembagaan partai. Pelembagaan DPD Partai NasDem Kota Surabaya dianalisis dengan menggunakan teori pelembagaan partai politik yang menjelaskan bahwa partai politik akan menjadi kuat ketika melakukan pelembagaan dengan baik. Analisis teori tersebut disajikan secara deskriptif berdasarkan data yang diperoleh dari hasil wawancara dengan ketua, wakil sekretaris umum bidang internal, serta Dewan Pembina DPD Partai NasDem Kota Surabaya yang notabene lebih mengetahui kondisi partai mulai dari awal pembentukan partai hingga proses keikutsertaan partai pada pemilu legislatif 2014. Hasil dari penelitian ini menunjukkan bahwa DPD Partai NasDem Kota Surabaya melakukan pelembagaan dengan cara melakukan konsolidasi pelembagaan secara tiga tahap. Pertama, konsolidasi pelembagaan untuk pembentukan partai, penyusunan kepengurusan, dan perekrutan kader. Kedua, konsolidasi pelembagaan untuk persiapan Pemilu Legislatif 2014. Ketiga, konsolidasi pelembagaan untuk melakukan evaluasi setelah Pemilu Legislatif 2014. Translation: The success of a new political party to occupy seats in the legislative elections for the first time followed by a positive result for the party. Two seats of City Council’s Surabaya period 2014-2019 obtained by Partai NasDem in legislative elections 2014 is a result of the efforts that have been done gradually party. One of the efforts made by the Partai NasDem securing two seats of Surabaya City Council through by institutional consolidation of the party. Institutional consolidation which did by DPD Partai NasDem Kota Surabaya analyzed by using the theory of democratic consolidation to explain how the correlation between political parties and the political system in a country where adherents of the democratic system of democratic consolidation theory mentioned in the strengthening of democratic system needs a strong political party institutionalization. To explain how the institutionalization of political parties then used the theory of institutionalization of political parties explain that the political party will be stronger when the institution well. Analysis of these two theories presented descriptively based on data obtained from interviews with the chairman, deputy general secretary of the internal field, and the Board of Trustees of the DPD Partai NasDem Kota Surabaya which is actually better determine the condition of the party to start all parties to the process of the formation of the party's participation in the 2014 legislative elections . The results of this study indicate that the DPD Party NasDem Surabaya institutional consolidation in three stages. First, the consolidation of party formation, preparation of management, and recruitment of cadres. Second, consolidation in preparation for legislative elections in 2014. Thirdly, consolidation to evaluate after the legislative elections of 2014.
