Abstract

Skripsi ini menulis tentang studi politik dikota, politik dikota merupakan studi yang mencermati proses politik dikota dengan fenomena-fenomena politik, kebijakan-kebijakan yang dijalankan elite politik dikota dan bagaimana elite politik dikota menjalankan kebijakan tersebut demi kemaslahatan warganya. Skripsi ini mengambil judul ‘Relasi Pemerintah Dan Stakeholder Dalam Implementasi Kebijakan Pelayanan Kesehatan Jamkesmas Non-kuota Kota Surbaya’. Studi ini menggunakan metode diskriptif kualitatif yang mengharuskan peneliti untuk mampu melihat lebih jauh lagi atas fenomena-fenomen politis yang terjadi dikota Surabaya. Menggunakan teori implementasi kebijakan Marile Grindle, yang difokuskan pada aspek konteks kebijakan. Hasil dari penelitian ini adalah kebijakan jamkesmas non-kuota masih perlu dievaluasi lagi. Sebab masih ditemukan berbagai masalah mendasar seperti sosialisasi ke masyarakat, teknis pelayanan dirumah sakit teritama serta teknis pembiayaan yang amsih banyak dikeluhkan pihak rumah sakit. Program Jamkesmas non-kuota sendiri berdiri atas kaidah aturan Kementrian Kesehatan RI. Program Jamkesmas non-kuota memberikan pilihan kepada masyarakat yang belum terdaftar dalam data base pemerintah pusat sehingga pemerintah Kota Surabaya bertanggung jawab atas masyarakat miskin da tidak mampu yang ada di Kota-nya. Adanya kesadaran pemerintah kota ats tuntutan ini akan membuat sebuah perubahan dalam wajah pelayanan kesehatan di Kota Surabaya melalui jamkesmas non-kuota yang dibiayai oleh APBN Kota Surabaya. Translation: This thesis studies written about the city politics, politics in the city is a study looking at the political process in the city with political phenomena, the policies of the political elite who run the city and how the political elite in the city to run the policy for the benefit of its citizens. This thesis takes the title 'Government and Stakeholder Relations Policy Implementation in Health Services jamkesmas non-quota Surabaya City'. This study uses descriptive qualitative method that requires the researcher to be able to see further down on the phenomenon-political phenomenon that occurred in the city of Surabaya. For still found various fundamental problems such as socialization to the community, technical services and technical teritama hospital financing amsih many complaints the hospital. Jamkesmas non-quota program itself stands on the rules of the Ministry of Health rules. Jamkesmas non-quota program gave preference to people who have not been registered in the data base so that the central government of Surabaya City government is responsible for the poor people can not afford the existing da in his city. Ats city government awareness of these demands will make a change in the face of health care in the city of Surabaya through non-quota jamkesmas financed by the state budget of Surabaya
