Abstract

Penelitian ini mengkaji tentang konflik kepentingan pihak BPCB (Balai Pelestarian Cagar Budaya) trowulan dan pihak industri batu bata dalam pelestarian cagar budaya Trowulan kabupaten Mojokerto. Oleh karenanya, berkaitan dengan konflik yang sedang terjadi kecamatan Trowulan Kabupaten Mojokerto, studi ini berupaya mendeskripasikan hal-hal yang menjelaskan aktor siapa saja yang terlibat dalam konflik kepentingan ini dan apa saja kendala yang dialami pihak BPCB dalam melaksanakan pelestarian cagar budaya Trowulan. Penelitian ini menggunakan metode deskriptif dengan data kualitatif. Data diperoleh dari wawancara dan studi dokumentasi. Hal ini sesuai dengan konseptualisasi jenis konflik (konflik kepentingan) menurut Wirawan yang disini ialah terjadi konflik kepentingan dalam bidang wisata (pelestarian) dan bidang ekonomi (mata pencaharian), tujuan konflik pun untuk mempertahankan sumber mereka masing-masing berdasar pada kepentingan menurut Ramlan Surbakti,serta faktor penyebab konflik sesuai Pruit and Rubin. Data dari hasil yang diperoleh bahwa aktor yang terlibat ialah Balai Pelestarian Cagar Budaya (BPCB) Trowulan, Dinas Pemuda, Olahraga, Kebudayaan dan Pariwisata Kab. Mojokerto, Badan Pengurus Pembangunan Daerah (BAPPEDA), DPRD, pihak Kecamatan, masyarakat desa, serta pelaku industri batu bata itu sendiri seperti buruh, juragan dan pemilik lahan batu bata tersebut, serta kendala yang dialami oleh BPCB ialah tidak adanya anggaran untuk pembebasan lahan, belum adanya perda cagar budaya kab. Mojokerto, serta dari kesadaran diri masyarakat industri batu bata tersebut. Kegiatan industri batu bata tersebut sampai sekarang masih berlanjut, dan belum ada titik temu yang diannggap adil dan pantas bagi kepentingan mereka masing-masing, baik untuk kepentingan dalam bidang ekonomi maupun bidang pelestarian cagar budaya.
