Abstract

Pembangunan desa sering kali menjadi salah satu instrumen kepentingan politik bagi elite informal desa.Elite formal desa yang kurang aktif menyebabkan minimnya anggaran yang masuk ke desa. Hal tersebut justru membuat elite informal desa turut andil untuk mencarikan dan aalokasi dan elite informal memiliki peranan dalam menentukan keputusan pengalokasian dana. Menggunakan teori Elite Suzanne Keller yang melihat bahwa elite berkuasa atas masyarakat desa atau bahwa elite adalah kelompok-kelompok yang unggul dalam status dan kekuasaan, penelitian ini kemudian mengambil tempat di Desa Temayang, Kecamatan Temayang, Kabupaten Bojonegoro dikarenakan adanya indikasi peran elite informal dalam pembangunan desa Temayang.Dalam hasil penelitian ini peneliti menemukan berbagai fakta lapangan yang menunjukkan adanya keterlibatan elite informal dalam proses penganggaran desa yang bertujuan untuk memperoleh kekuasaan di Desa Temayang Kecamatan Temayang Kabupaten Bojonegoro. Semua itu terjadi dikarenakan oleh adanya Elite informal yang menjadikan pembangunan desa sebagai instrumen untuk mencapai kepentingan elite informal tersebut. Translation: Rural development agenda is often mistreated by the rural informal elites to vest their interests. Formal elites are supposed to be the responsible party for the development agenda. However, their failure in convincing central government to act as donor, resulting in minimum estimate contributed by Government. This event later cause informal elites involvement in find donor and determining development agenda estimate and allocation. Using Suzanne Keller elite theory that put elites in the highest rank of hierarchy and have power over people, this research was conducted in Temayang Village, Temayang Sub-district, Bojonegoro Regency. The researchers acknowledged information indicating informal elites power in chosen village. This research used qualitative methods and in depth interview for data collection, and put Temayang Village informal elites as subject of research. The researcher then discovered evidences showing Elites involvment in development agenda estimate in an attempt to retain power in Temayang. Elite involvement is inevitable in development agenda estimate since this action was resulted from using Temayang development agenda as an instrument for Elites to pursue their interests.
