Abstract

Thousands of Georgian people crowded at Tbilisi yielding Shevardnadze's resignation. The fraudulent in legislative election, at November 2003, resulted on public outrage. It was a momentum usually called as Rose Revolution. A kind of Georgians' democratization experience in such non-violent manner. People of Georgia wouldn't keep in shut letting their government stay in trouble. They considered that Shevarnadze's bureaucracy couldn't make such effort to overcome complicated question in social and economic matter. Corruption had spread and difficult to be eliminated. Study about non-state actor has more advance account in international relation, especially after Cold War era. One of the most prominent issue in this era is democratization. Despite focusing in internal aspect, democratization also consider about external aspect. Beside that, this era has known by such main ideology like liberalisms, and nationalisms which are became imperatif ideologies for actors in this issue.
