Abstract

Plague is quarantine disease which include to the International Health Regulation as Re-emerging infectious disease and potentially causes public health emergency of international concern. Plague remains occur in Pasuruan Regency with the last outbreak was in 2007. The only plague surveillance in Indonesia is conducted actively in Pasuruan Regency due to positive serology in rodent still found and there was suspect bubonic plague until 2013 in Pasuruan Regency. This research aimed to know the effectiveness of plague surveillance system in Pasuruan Regency year 2014 based on system component and surveillance attributes. The research design was descriptive in the form of evaluation study. Subject was plague surveillance system in Pasuruan Regency year 2014. Data was collected by interviews, observation, and document study. Data was analyzed descriptively. The research showed that based on input component, the staff were insufficient and less skilled, budgetary fund was insufficient, data collecting frequency was not comply with the manual, and the facility was comply with the standard. Based on process component, data colleting was incomplete, lack of data compilation, data analysis and interpretation was not good enough by Health Department of Pasuruan Regency. While based on the output component, epidemiological information had been done but the dissemination was bad. Based on surveillance attributes, the system was simple and flexible, lack of data quality and acceptability, unmeasurably sensitivity and Predictive Value Positive, low representativeness and timeliness, high stability. This research concluded that plague surveillance system in Pasuruan Regency was not effective. The suggestion given are conduct training, supply a sufficient budgetary fund, conduct monitoring and evaluation periodically, disseminate information to another program and sector, also to the community, strengthen the cooperation of the institution involved, send surveillance report by e-mail, use spreadsheet software for surveillance rodent reporting, improve the report by including information about damage serum, serum less than the total of rodent captured, and report about the missing traps, and asses the work load of plague surveillance workers in Pasuruan regency for the next research.
