Abstract

This research is entitled “Descriptive Study Of Bureaucrats Actions as success team of The District Head Candidates In The District Head General Election Of Mojokerto In 2010”. This research’s starting point is the phenomena of the bureaucrats involvement in politic, namely their involvement as success team of the district head candidate. Regardless whichever candidate they support, the incumbent or the other, the bureaucrats’ attitude and bahaviour are in contradiction to the Regulation 43, 1999 – the neutrality of bureaucrats. The bureaucrats are civil servant, who should not be in touch with political matters. However the facts show that in the direct district head general election of this era, many of them openly give their support and even join the “Success Team” of the district head candidate and unexceptionally the pheomena also happened in Mojokerto Regency. This research is to answer the problem; what are the bureaucrats’ actions in supporting the candidate of district head both the incumbent or non-incumbent in the district head general election in Mojokerto Regency? This research is discriptive with emic prespective. It means that the information gathered is described based on the informants’ own expressions, thoughts, views and interpretations of the research so that their hidden rationales actions to join “success team” in the district head general election in Mojokerto are exposed or explored. The conclusion is the bureaucrats’ actions in supporting the district head candidate is principally for their own interests or benefits – to get promotion as compensation, so that their loyal actions to the incumbent candidate or on the contrary their insubordination by giving support to other candidates is merely aimed at their own interests.The evidence shows that after the district head general election, the attitude and behaviour of bureaucrats which formerly support the incumbent candidates who loses in the election finally cling to the one who wins for perpetuating their present position.This is in line with the reality that the succession of the district head is accompanied with the succession of the officials in the bureaucracy. Therefore, to keep the bureaucrats neutral what shoud the government do in coorporation with the legislative is keeping the professionalism and neutrality of bureaucrat performance, such as by eliminating the authority to promote carrier officials by the disctrict head and or by other political officials
