Abstract

Maternal morbidity and mortality occurs during pregnancy, childbirth and postnatal period. Morbidity and mortality can be attributed to three delay factors which is delay in deciding to seek care to the medical facility, delay in identifying and reaching to the medical facility and the factor of receiving adequate and appropriate treatments. In Sidotopo Public Health Service there were 2 cases of maternal mortality in 2013 that does not happen in previous years. Those two cases happened when in postnatal period death that can occur because of the three delays. It was found that the lowest indicator in MSS target was the rate of postnatal care in 2013 which was 68.16%.This research uses quantitative analysis by using descriptive observation approach that derived from intersectoral design build method. The result shows that there were postnatal patients that experiencing delays in doing postnatal care. The significant factors that affecting the decision to seek care to go to the medical facility (socioeconomic and cultural, access and quality of care) on postnatal care I is the factor of travel time. On the postnatal care II is the factor of travel time. On postnatal care III is the factors of education, job, knowledge, pregnancy distance, mothers' complication, social support, family income, travel time, transportation, service fees and the previous childbirth place. Whereas the access factor that is significant on the identifying and reaching to the medical facility on postnatal care I is travel time, transportation and service fee. To increase the access of postnatal health care are to minimize the distance of Sidotopo Public Health Care facility to central roads, giving access to information system specifically to queue service, giving mass and electornic media to educate society, giving socialization about the advantages of postnatal care, danger signs of postnatal period, contraception, high risk factors such as 4 Too, three delays and increasing partnership with independently practicing midwives and caders.
